Chip Pickering has been CEO of INCOMPAS since January 2014. During that time, INCOMPAS has achieved significant growth with leading internet, backbone, business broadband, wireless, and international companies. Under his leadership, INCOMPAS has led numerous public policy campaigns promoting competition through an open internet and in the business broadband market.
 
Pickering was a six-term Congressman representing Mississippi’s Third District. During his time in the House, he served on the Energy & Commerce Committee, where he was vice chairman from 2002 to 2006 and a member of the Telecommunications Subcommittee.
 
He also was co-chairman and founder of the Congressional Wireless Caucus and an assistant minority whip of the House. Previously, Chip worked for Sen. Trent Lott (R-Miss.) and served as a staff member on the Senate Commerce Committee, where he helped shape the Telecommunications Act of 1996.
 
Because of his role in drafting the 1996 Act, he became well known as a Congressional leader on telecommunications issues.  While in Congress, Chip served as chair of the subcommittee overseeing the transition to the commercial internet, the establishment of domain names, registries, and internet governance. He also successfully led a bipartisan legislative effort to codify net neutrality principles through the House in 2006.
 
Prior to joining INCOMPAS, Chip was a partner with Capitol Resources LLC, a public affairs and government relations firm, where he represented an array of telecom clients, including wireless, cable and competitive broadband providers, as well as non-profits and companies specializing in education, energy, technology and defense.

Dave Kamphuis was appointed, Vice President – Carrier Sales in the Segra organization in March 2024 and is also currently leading the Hyperscale Sales Team.

Dave has been with Segra for over 19 years through the acquisition of Clarity Communications by Lumos Networks in 2017, the acquisition of Lumos Networks and Spirit Communications by EQT Private Equity in 2018, the acquisition of Segra by Cox Communications in 2021, and the acquisition of Unite Private Networks and merging of companies in 2023. Dave has led Carrier, Federal and Enterprise sales efforts during this 19-year span.

After serving in a technical field in the United States Air Force, Dave’s 30 year career in the telecom industry started when he joined Wiltel in Atlanta in 1994 as a fiber route technician. He joined Time Warner Communications in 1995 as a technician and was promoted to Operations Manager, Director of Operations & Engineering, Sales Director, and General Manager.

Dave joined Clarity Communications in 2005 and in 2006 landed an award to be the Sub to the Prime on a large federal government contract to provide diverse network to military installations in WV, VA, NC, SC, GA. Clarity went on to become the Prime on many other contracts and built a network that was ultimately sold to Lumos Networks in 2017.

Dave’s experience in Operations, Sales, and General Management in start-up and large company environments provides him with a unique view of the challenges of the telecommunications industry.

Dave enjoys fitness activities and traveling with his wife of 36 years, Dawn, and spending time with his 3 kids and 5 grandkids, with #6 on the way due Christmas Day!

Kevin Vachon

As MEF COO since 2006, Kevin Vachon leads a team that builds, supports and scales the MEF’s ever-increasing mix of global programs activities. He is actively engaged with MEF’s global member and partner community and has a broad perspective on the important role that MEF plays in the industry and how to deliver results.


MEF is a global industry association of network, cloud, and technology providers who together drive network transformation to power the digital economy. MEF develops service standards, LSO frameworks and APIs, and certification programs for services, technologies, APIs, and professionals. As a major milestone in this journey, Kevin led MEF’s efforts to conceive and bring to market, MEF 3.0, the global services framework. He was instrumental in engaging global service providers for the development of MEF 3.0 LSO Sonata APIs for inter-carrier automation.


Prior to joining MEF, Kevin held the position of CEO of DIATEM Networks Inc., a Carrier Ethernet software company from 2003 to 2005 and was President and CEO of NUVO Network Management, a network management outsourcing firm, from 1996 to 2002. Previously, he held other senior management positions with NUVO and spent 10 years in a wide variety of capacities with Gandalf Technologies, a network equipment manufacturer.

Kim Benton

Kim L. Benton is Vice President, Product & Marketing at Frontier Communications. She is a senior executive responsible for overseeing and managing the development and marketing of the Wholesale segment products and services. She shapes product strategy, drives growth, and builds a strong brand and customer base. She has spent over 25 years in the telecommunications industry holding various executive leadership roles.

Kim attended Tennessee State University where she received both her BBA and MBA. During her undergraduate studies, she joined the United States Naval Reserves. She spent 11 years in the Reserves as a Cryptologic Technician and received an Honorable Discharge.

Ms. Benton serves on the Board of Directors for Family Gateway. A nonprofit organization focused on supporting families facing housing insecurities. She is on the Board of Alliance for a Brighter Community (ABC) Foundation, supporting community investment and scholarships for underprivileged teens. Former board member of her local chapter of Jack & Jill of America, Inc., a mentor to military service members through American Corporate Partners, and a member of Alpha Kappa Alpha Sorority, Inc. She formerly served as an executive board member of the Atlanta Chapter of the National Black MBA Association, the Alliance Leadership Council of the Alliance of Black Telecommunications Employees, and an alumna of the Georgia 100 Executive Program.

She is a new author with the recent release of her first novel, An Unseemly Love. This is an exciting writing journey that has been a dream achieved.

For extracurricular enrichment, Ms. Benton founded Turning Pages Book Club and enjoys golf as a member of the LPGA Amateur Chapter in Dallas, TX. She is committed to her church and community.

She is married to Mr. Antonio Benton. They have a son Shane, and a daughter Samantha.

Marisa Trisolino

GROUP CEO, CMC Networks

 

Marisa Trisolino joined CMC Networks as CEO in July 2018.

Marisa had an extensive and successful career at AT&T prior to being headhunted by The Carlyle Group, who are the majority shareholders of CMC Networks. She changed roles at least 10 times in her 21-year upward trajectory at AT&T.

Marisa served in a variety of roles including Sales, Supply Chain, Strategic Planning and being the General Manager for the largest AT&T retail account. She started at AT&T in Rome as an intern, her career progressed and after 10 years of living in Italy, she moved to Belgium. Marisa’s role functions ranged from establishing the European Wholesale Prepaid card division, to leading the Wholesale Sales team in EMEA, providing data and voice solutions for in-country carriers, followed by Area Vice Presidentfor the Global Connection&Supply Management business division across Europe, Middle East, Africa (EMEA) & SouthernAsia.

Marisa was selected as part of the 2019 Top Twenty woman to watch in Tech, nominated by Capacity Media. She was also runner up for the Best CEO at Capacity’s Global Carrier Awards in October 2019.

In May 2020, Marisa was selected by Capacity Media’s Power 100, as one of the most influential women and men in the Telecom industry, and in the same year joined the Advisory Board for Digital- Infra Africa.

In May 2021, 2023, and 2024 Capacity announced their annual “Power 100 Listing” where Marisa ranked part of this prestigious global index highlighting 100 of the most influential people in the wholesale carrier community. In January 2022, Marisa was invited to join the Advisory Board of Layer123.

She also is a member of the GLF Board effective 2023, and Advisory Board for the GLF Accelerator Program and was recently appointed as Chairlady of the GLF DIB. Marisa recently joined the MEF CAB (CEO Advisory Board) in June 2023.

She strives to support Inclusion & Diversity and participated in the JA EUROPE Company Program, Leaders for a Day, and VLAJO (Flemish Young Entrepreneurs), encouraging and coaching young entrepreneurs, an activity she still currently pursues. During the last couple of years at AT&T, Marisa participated in the STEM for Woman program in Europe, and in the ENERGISE Campaign, Marymount London, encouraging young girls to progress their STEM vocation.

Marisa is currently based in Belgium. She commutes regularly between London, Mauritius, and Johannesburg to serve CMC Networks, headquartered in Johannesburg.

Prior to being CRO and a founder at LB Networks, Mr. Kittner was VP Sales at American Broadband and Sr. Director Charter Business at Charter (Spectrum) Communications. In addition to effectively managing several sales organizations, Mr. Kittner drove the launch and adoption of new solutions into telecommunications markets. One example was the plan, sale and overseeing the productization of the nation’s first CTBH alternative carrier network at Charter.

 In addition to running sales organizations Mr. Kittner has been a speaker and panelist for Indatel, Incompas, CTIA Tower Summit, Light Reading Mobile Backhaul, and SReXPerts.

Sally Daniels

Product Manager, NCTC Connectivity Exchange

Beginning in 2014 as a Project Manager, knowing little more than how to handle communication between various groups of people, Sally Daniels grew to manage fiber construction projects for large carriers, schools, enterprises, and government customers, from construction teams to field engineers, installers, and customers.

At the height of her PM career, Sally managed over 85 nationwide projects simultaneously before earning her place as manager of the Project Management Team. Sally earned her PMP in 2019 and joined the NCTC in February 2020, helping to develop the NCTC’s broadband line of business.

Sally is currently the Product Manager for the NCTC Connectivity Exchange (ConEx) Program, where she has been integral in the development of the program. ConEx is a quote-to-order platform that solves the broadband needs of buyers and aggregators across the country. With over 650 member companies and dedicated industry professionals such as Sally, the NCTC ConEx is working to become the country’s largest and most accurate source for broadband and DIA serviceability.

Scott Melanson

Sr Director- Digital Client Experience Group, Verizon Partner Solutions

Scott Melanson began his career as a software engineer with Verizon’s predecessor NYNEX in 1998.  Over the past 26 years Scott has progressed to higher levels of management and at the same time increased scale and scope of responsibilities in support of numerous Verizon business units. Currently, Scott Melanson is the Director providing end-to-end leadership and oversight to the Verizon Partner Solutions group that ‘think tanks’, create and design, test, launch and maintain the group's information technology systems, applications and data management.  He is currently leading efforts to reinvent Verizon’s Customer Digital Experience to revolutionize and simplify all processes from customer shopping through Verizon's delivery of strategic products and services across the portfolio. 

In addition, Scott’s team provides ongoing support to the VPS embedded systems and applications providing continual refinement, upgrades and improvements across all operational platforms that support the VPS customer base. Prior to his transition into the Client Services organization in October of 2014, Scott held various roles spanning 21 years in the Information Technology organization with varied responsibilities spread across many functions. 

His last role in this IT group was as an Executive Director of Information Technology in a program management role supporting Wholesale, Enterprise, and Provisioning organizations.  Here Scott provided the leadership and direction to develop and implement cost-effective solutions to advance the organization's technologies and improve their competitive advantage for Verizon in the marketplace.  Under Scott’s direction, his IT team was responsible for partnering across the business client groups to ensure alignment on key program priorities and development of strategic program roadmaps.  His team would coordinate IT software development lifecycle activities, drive on-time delivery of projects, and establish frequent communications to all levels of management on program status.

Scott Melanson has a Bachelor of Arts degree in Mathematics from Western New England College. He is a past recipient of Verizon President’s Award for the implementation and support of Mobile Workforce National Consolidation and the eCo-eSystem’s applications.  Scott is based out of Massachusetts.

Renowned for driving segment success through client satisfaction, business evolution and revenue growth, Tammy is a visionary leader with hands-on experience in strategic planning, high-performing team management and transformative sales enablement solutions. Her current role includes responsibility for driving accelerated growth of the Carrier Access segment while leveraging operational efficiencies to propel high-performance sales results. Aligned within her mission and vision is the ability to create a best-in-class sales organization becoming the preferred partner for fiber services. Her previous role achievements include strategic development, compensation management, process improvement, product marketing, training and M&A.

In 2023, Tammy was recognized with the Women in Tech Award by Connectbase, a testament to her contribution in advancing the success of the Carrier access segment through a strategic focus on client satisfaction and growing revenue. An active member of The WICT (Women in Cable Telecommunications) Network, Tammy serves as a Committee Chair for The WICT Network Carolinas Executive Programming. She is also involved in the Charter Communications Women’s Business Resource Group to champion emerging female leaders. Tammy's leadership experience extends to her role as Co-Sponsor and Chair for the Spectrum Enterprise Women’s Leadership & Development Initiative.

A native of Philadelphia, Tammy earned a Bachelor of Arts degree in Journalism from Penn State University, with a Spanish Minor from Universidad de Salamanca. She lives in Charlotte, NC with her husband and is a very proud parent to three children. Outside of work, she enjoys extensive travel, all things outdoor and boating, as well as cheering for the Philadelphia Eagles. Trey Willis, Chief Technology Officer for Connectbase, leads the Engineering and Development group. In addition to overseeing technology strategy, Trey helps to innovate by integrating new technologies with trusted systems and processes to ensure a modern and reliable approach to platform solutions. Trey has spent the majority of his career in managed IT services and supply chain technology services, developing and managing new product development processes and strategies, executing client-specific solution implementations for numerous IT services, driving major business process development and improvement activities, and directing personnel management and large-scale projects from concept to closeout.
